On this one I've used my tablet a little to create hair-strands that are sticking out from the body. Otherwise it is Photoshop with an old-fashioned mouse. And about this one, it is mostly taking parts from lions and placing them in the right positions to look good, then use blend modes and dodging and burning to bring back the shape of the human. And then painting in some hair-strands.
